Fisheries and Marine Sector Stakeholders ends confab
A one day Forum on the draft operation manual for the West Africa Fisheries Fishing Programme has ended at the conference hall of the Ministry of Fisheries and Marine Resources.
Organised by the World Bank in collaboration with the Ministry of Fisheries and Marine Resources, the forum ended with an endorsement of the operational manuals. It was attended by a good number of stakeholders, including Office of the National Security, Navy, Police, Conservation Society of Sierra Leone and the Artisanal Fishermen Union. Addressing participants at the meeting, the Acting Minister of Fisheries and Marine Resources, Rosaline Oya Sankoh who chaired the occasion said the programme and its components are of vital importance for the successful development of the fisheries sector. With proper implementation of its policies, she said the project will enable Sierra Leone to develop her fisheries resources in a responsible and sustainable manner.
The Acting Minster disclosed that her ministry has secured nine additional staff from the Human Resource Management Office, five officers to provide extension services, a researcher, two quality control officers and a socio-economist to ensure proper management and implementation of the ministry’s activities.
She pointed out that the programme came at a time when a lot of preparatory work has been accomplished with the help of the EU –Institutional Support for Fisheries Management Project and the ADB-funded artisanal fisheries Development Project. She noted that the project will not only ensure the continuation of the successfully implemented resource surveys, but also support the newly established Maritime Committee as well as facilitating the set up and management of a proper fish health certification scheme among others. She underscored the need for media involvement into the programme so as to ensure information flow and hoped fish farming activities (aqua culture) will be revived to ensure self- reliance.A representative of the World Bank Stephen Akester said Sierra Leone is among four African countries qualified for the prgramme and stands to benefit more than the other participating countries. The three other participating countries he said are Liberia, Cape Verde and Senegal.The Food and Agriculture Organisation representative in Sierra Leone, Kevin Gallagher spoke about the vital role fisheries plays in the attainment of the Millennium Goals and hoped the programme would enhance the development of the country.
In his presentation, a World Bank Consultant, Andrew Baio said the five year programme will be funded by the World Bank and implemented by the Ministry of Fisheries and Marine Resources in collaboration with the Ministry of Finance and other stakeholders.
The experience-sharing forum which was attended by management staff of Fisheries and Marine Resources Ministry also saw the naming of the project as the Fisheries Management and Co-ordination Office.
